The British came – and went (Part 3)

As the last British governor of Hong Kong vacated his post, he reportedly uttered regret that the British had not had enough time to introduce democracy to the island. Through 99 years?

Where democracy involves direct governance by the people – as perhaps in ancient India (refer Nehru), pre-Viking Britain (refer the Encyclopaedia of Social Sciences), early Athens (refer Plato), or even early capitalistic Britain (refer any number of historians) – not every male resident would have been so entitled. I hold to my hope that the good of the people had been the ethos underlying judgements in those places; in reality, the perceived benefit to decision-makers may have been the primary motivation.

Representative government of the modern kind, which purports to give every franchised individual a vote in deciding which political party should rule during a definable period, appears fair. Yet, where voting is not compulsory, those who eventually realise the futility of believing that they contribute to governance will not bother to vote.

In Australia, with compulsory voting, the ‘donkey’ vote can prevail. In more recent decades, many who reach voting age (18) are apparently not registering themselves as voters – reportedly without penalty, in the main. Penalties do apply to those who are on the electoral roll but did not vote.

Western democracy in Australia involves choosing a political party, through voting for the candidate nominated by the ‘poobahs’ of the party. There are no known selection criteria for candidates; and no set qualifications in terms of education plus work experience.  Elected representatives must support their party in federal and state parliaments. Voters are not asked about their needs.

Recently, the Pope appears to be the second object of fealty for both major coalitions. Accountability is only through elections, giving voters a choice between Tweedledum and Tweedledee (refer ‘Alice through the looking glass’).

No accountability procedures seem to apply to local government. There are no perceivable political loyalties; only personal interest. Rate payers, the voters, are not consulted.

Western democracy did appear to be a benefit for former British colonial territories. However, the vote available to every adult, especially in multi-tribal nations, regrettably subjugates minority tribes – even those who had lived within their own lands. I cite Ceylon, where ancient Hindu Tamil lands became subject to control by Buddhist Sinhalese, after Britain left a political heritage of Western democracy. The British colonial authorities, well-known for their divide-and-rule practices, left a legacy there (and everywhere) which makes a mockery of effective democracy.

This situation applies in, say, Africa, where European ‘spheres of interest’ led to boundaries of colonial-created nations cutting across tribal boundaries. In almost every nation so created, minority tribes became subject to domination by the majority tribe. A passing thought: Were former superior colonial Christians of the ‘white race’ then able to argue that the ‘coloured races’ are really unable to rule themselves? (Singapore’s Mabhubani, when Ambassador to the United Nations, wrote a clever sardonic book titled “Can Asians really think?”)

Western democracy needs improvement. The pretence of ‘representative’ government is absurd. The control of a nation by political parties, which govern from election to election, is deplorable. Surely democracy can be modified to be more equitable. Today, control by Vaticanites of Australian politics and human rights (a role reversal – control by a minority tribe) continues.

Hinduism in Indonesia

In front of the Indonesian Embassy (on Embassy Row, Washington), one would have expected to see the statue of Sukarno, the founding father of Indonesia. But no; there is the Hindu Goddess of learning, Saraswati, glowing white and gold, with her four arms upraised. At her feet are three students -young Barack Obama and his classmates while he was in grade school in Indonesia.

The goddess’ statue, on top of a lotus, stands tall a block away from the Indian Embassy in front of a statue of Mahatma Gandhi.

Why would Indonesia, the world’s most populous Muslim nation, with Hindus accounting for a mere 1.7 per cent, choose a Hindu goddess as its embassy’s symbol?
It speaks volumes about the nation’s respect for religious freedom. Indonesia is a secular nation and its constitution is planked on the philosophy of “Pancasila” which is pluralistic in its outlook. The constitution refers not to “Allah” but “Tuhan” so as to ensure that the minorities feel fully integrated.

Indonesia has the fourth largest Hindu population and the highest number of Hindus outside the Indian subcontinent (after Nepal and Bangladesh). Most Indonesian Hindus are Balinese.

Hinduism’s manifestations in myriad forms are on display in every sphere of Indonesian life. The Hindu influence is immediately brought home when a traveler boards the national airline bearing the name from Hindu mythology – Garuda, the bird and vehicle of Vishnu. The national emblem of Indonesia is Garuda Pancasila. Hanuman is the official mascot of Indonesia’s military intelligence. At the 1997 South-East Asian Games at Jakarta, the official mascot was Hanuman.

Ganesh, the God of wisdom, is inscribed on the 20,000 rupiah currency note. The logo of Institut Teknologi Bandung – Indonesia’s premier engineering institute – is also Ganesh.
The dwarpal statue is placed outside hotels, shops, public offices. He sits with the right knee on the ground and holds a formidable mace in the right hand as a protector of the establishment. Even the Bank of Indonesia in Yogyakarta is guarded by, not one, but two dwarpals.

Indonesia has issued many stamps on the Ramayana and the Mahabharata featuring Arjun, Krishan, Hanuman and scenes from the epics. Depiction of epics in the form of folk painting, shadow puppets, dramatic characters and sculpture are found across the length and breadth of the country.

Sukarno himself was named after the Mahabharata character, Karna. Sukarno’s father, fascinated by his characterisation but equally disapproving of his support to the wrong side in the war, named him Su (good) Karna. Sukarno’s daughter was named Megawati Sukarnoputri and was the president of the country from 2001 to 2004.

The language of India is Bahasa which in Sanskrit means language (Bhasha). Thousands of Tamil and Sanskrit names are found in Indonesia, many of them in their corrupted form due to the passage of time.

The National flag of Indonesia, called the “Sang Saka Merah-Putih” (The Sacred Red and White) has been influenced by the banner of the Majapahit Empire, which during the 13th century was one of the largest empires of the region. Hinduism and Buddhism were the dominant religions in the Majapahit Empire.

An Asian screens foreign takeovers in Australia

Nearly 50 years ago, a conservative government, concerned at the rate at which foreigners were buying up profitable Australian enterprises, passed legislation to screen foreign takeovers. Ironically, the day the screening process commenced was the first day of a Labor Government. Since Australia has always relied on the inflow of foreign capital to keep afloat, the government had placed the responsibility for the screening process with the Treasury.

With a staff of 3, with 6 years of experience in another agency in dealing with senior executives of private corporations, I opened the takeover screening office. While I reported to a senior executive, I had no reason to consult him. I set up operating procedures, interpreted the legislation (with the concurrence of Attorney-General’s Department), and obtained agreement from my boss to proceed. I had previously told him about my background. My reports to the Treasurer, via the Foreign Investment Review Board (FIRB), would be approved by my boss, obviously.

Even after the FIRB Secretariat had grown to 8 Sections (in 3 Branches), I was the one who wrote the occasional briefings to the Treasurer about changes to the policy. This was an extension of my initial role – of explaining to powerful people how my office would operate. My offsider and I, together (to avoid any risk of being misquoted), would point out that a foreign takeover had only to be ‘not against the national interest.’ We were also required to guide the foreign investor to the gateways available. Later, I briefed lawyers and company executives about our approach, by invitation, in their offices.

For a former ‘blackfellow’ for whom the Australia worker was not yet ready, it was significant that, as with my work in the 1960s with the then Tariff Board, I was accepted readily by all the senior executives I dealt with in the 1970s.

In the 1980s, I again related successfully, but with the leaders of our ethnic communities and State Government executives. Australia had clearly joined the Family of Man.

Our political structures have now to open the door fully to multicultural participants, perhaps with a greater emphasis on secularism.

Do authoritarian religions produce intolerant bullies?

In mid-2017, one of the Australian States is reportedly about to legislate the availability of physician-assisted death, with necessary safeguards to avoid anyone being killed, and preventing an avalanche of deaths rushing down a slippery slope. Up pops someone protesting against this availability.

He does not want this right, but I do. He has no right to speak for me or to represent the whole population. No one has, not even a bioethicist or a theologian representing a church of choice. In fact, over many decades, more than 80% of the Australian populace has sought what was once described as voluntary euthanasia, now defined more specifically as physician-assisted death under the most stringent conditions.

His defence in seeking to interfere with my right is that his God, through the medium of his priesthood, denies such a right – which is based on compassion. Since his God is surely the universal god of all mankind, how could he claim that his priesthood has sole right to interpret God’s wishes? In the absence of revelation, has not his priesthood made an arbitrary judgement – an assumption – on this matter?

This church, whose spokesmen have persistently opposed voluntary euthanasia (as well as certain processes related to the nether-regions of women), is based on a claimed authority, and had exercised strong control (as evident to me during my residence – as an adult – for nearly 70 years in Australia).

Those who belong to this church are entitled to live by the codes of conduct set by its priesthood. The rest of us should not be required to do so.

Thus, no more than 20% of the Australian population can be claimed by their church to oppose the right to voluntary euthanasia or physician-assisted death sought by more than 80% of the population over decades. The 30% of the population who stated in the last Census that they had no religion can surely demand that religious institutions (or their spokespersons) do not interfere in their lives by claiming to speak for a God they deny. These people are atheists, with a right be so.

Australia is officially a secular nation, in spite of the apparent control of national policies by Roman Catholic politicians currently. Hopefully, State Governments will allow compassion as a human right, by challenging any church-determined policies to the contrary. We do need choice, not rule by religious bullies!

On the sea of life, let us all paddle according to our respective rhythms. Do respect my right as I respect yours.

‘The Karma of Culture’ – Issues

Modern Australia is collecting immigrants with a shopkeeper mentality. It is as if the world is running out of people. We also collect deserving refugees, and accept reluctantly economic migrants who claim asylum, and who cannot be sent home because of an out-dated UN Convention. We have enough taxpayer money to give to uneconomic unviable entrants for years at a time so that the shopkeepers remain viable. But we are kept afloat as a nation only because of foreign capital inflow, which increases foreign ownership of Australia.

Against this economic policy, we expect new entrants to integrate into the nation. But there can be cultural barriers to this hope. The hither-to successful combination of habituation, public education, and community acceptance may now become eroded by official tolerance of efforts by new entrants to adhere to cultural values more in tune with practices in countries of origin, under the guise of an ephemeral ‘multiculturalism’ policy.

A viable immigration policy requires new entrants to adapt to the institutional structures and societal mores of the nation they chose to enter. Other adaptation may be advisable in order to access the equal opportunities available in Australia, underpinned by its traditional ‘fair-go’ ethos.

The following extracts from the Preface to ‘The Karma of Culture’ highlight the issues in immigrant adaptation.

“One’s culture provides the template for dealing with life. Its base is laid in childhood, through the values imposed by family and community. The cultural practices of one’s tribe reinforce these values and associated perceptions. The impacts of nurture (experience) upon nature (inheritance), as one passes through life, are filtered through this network of cultural values.”

“In the migrant-receiving countries of the Western world, the core issue of a conflict between a sustained attempt by immigrants to retain their cultures and the osmotic force of equal opportunity offering  an earlier and  smoother integration into the values and mores of the host people bobs up and down in the seas of social policy.”

“The need for an immigrant to reconcile inherited cultural values and associated practices with the predominant values and practices of an adopted nation-state can create stresses on both cultures. The issues which arise from this cross-cultural impact are those of : equal opportunity; whether  a unified people can arise from widely divergent tribes; whether the individual or the family unit has priority in terms of rights and responsibilities; the definition of family, and its role in society; cultural and political sovereignty in a globalising nation-state; the place of the Creator in modern life; and whether Australia’s “fair-go” ethos needs an infusion of Asian values.”

The following extracts from the final chapter have relevance for the future.

“ Yet, that Anglo-Celt ethos prevails; as do the political and other structural institutions inherited from Britain. These are accepted without challenge by that army of post war immigrants, not all of whom had much prior exposure to these valuable mechanisms. Just as the diverse tribes from the British Isles formed themselves into the modern Aussie, without significant erosion of core cultural traditions and values, so we immigrants are re-shaping the nation-state and the national identity, to produce a palimpsest. Core characteristics of the Anglo-Celt Aussie inheritance will therefore not be swamped.

This outcome is being achieved only by goodwill, by both hosts and new settlers. We settlers recognise and value that which has been made available to us.  Many of us understand the anxieties generated in the host people by the relatively sudden huge influx of a very great variety of outsiders. In turn, many of our hosts realise that, while nothing can remain the same, the changes triggered by us will prove to be beneficial in the long term.”

“At least, some of us have improved the colour of the nation! Through the positive impacts of ethnic and cultural diversity, we are also better equipped to relate to the coloured nations to our north. And we do need to relate to them with mutual respect. And to intrude less into  their socio-political structures, and their cultural institutions. Hopefully, we will become less apprehensive about their religious beliefs, as we become better educated.”

The following is an extract from the professional appraisal of the book.

(Comment: The issues of immigrant integration in a nation at the edge of Asia are quite profound. Regrettably, Australian politicians are known more for their politics of survival – while adhering to their cultural values – than for their ability to implement sound policies for the long-term betterment of the nation. The needs of electorates are submerged by party politics or by personal idiosyncrasies. However, Asia will change Australia for the better.)    

 

 

‘The Karma of Culture’ by Raja Arasa RATNAM

Australia, throughout its brief history, has experienced 2 ethno-religious cultural challenges in its efforts to achieve and maintain a secular society. The first, the early divisive influence of Roman Catholicism, has seemingly been tamed. The keen observer will, however, note that the social policies of the nation are dominated by the Vatican’s values; for example, compassion is constrained by so-called pro-life edicts.

The other challenge to the institutions and social mores of the nation has recently arisen from a tiny segment of the immigrant Muslim intake. Since Islam makes no distinction between the secular and the religious, some Muslims seem to experience difficulty in adapting to the nation they chose to enter.

Australia’s achievement in the past half-century has been its success in integrating a very broad spectrum of culturally diverse ethnic communities into the Australian ethos. We will not regress. Karma of Culture by Raja Arasa Ratnam

“It is now Anglo-Celt Australia which therefore has to change. It needs to rebuild its communities to enable the close inter-relation- ships between individuals, which used to prevail before individualism took over their souls.”

This is an enjoyably erudite text that will mean most to thoughtful Australians of all cultures. Ratnam served for nine years as Director of Policy on Australian migrant settlement related issues. Surprisingly, to an American reader, his descriptions of some of the worst ills of current Australian society sound almost exactly like the ills of American society: a large and seemingly expanding lower class of people dependent on government subsidies, subsidies in the main funded by an increasingly burdened middle class, while a small number of very wealthy people look on and offer no assistance to either.

To inhabitants of eastern Asia, Australia beckons, its welcome including housing, health care, and other aid to newly arrived immigrants and even more to those who stay longer. But sadly, despite this open door, old biases remain intact: “The most ridiculous manifestation of such prejudice relates to attitudes to study displayed by Asian children. They are accused of studying inordinately hard, and not developing a rounded personality through participation in sport.”

Ratnam makes a plea for a true multiculturalism that does not force one group to tamp down its cultural practices or religious beliefs (many Asians claim to be Christian upon immigrating, change their diet or manner of dress, in order to make themselves more acceptable to the dominant group) and does not take the color of one’s skin to be one’s only calling card.

Ratnam’s Hinduism is reflected in the book’s title; he says the book came to him as a suggestion “by the spirit world.” It would be hard to find a more cogent and simultaneously engaging treatise on this subject, so neatly organized and neatly phrased that even a neophyte can readily grasp its essence.

The Karma of Culture will, one hopes, be read by serious students of Australian politics, culture, and sociological issues, and by some ordinary people who want to be better informed and can see the correlation between the problems in Ratnam’s Australia and those of rest of the so-called civilized world.

Yet more on reincarnation and quantum theory

  1. SOUL

So, there is abundance of places or other universes where our soul could migrate after death, according to the theory of neo-biocentrism. But does the soul exist? Is there any scientific theory of consciousness that could accommodate such a claim? According to Dr. Stuart Hameroff, a near-death experience happens when the quantum information that inhabits the nervous system leaves the body and dissipates into the universe. Contrary to materialistic accounts of consciousness, Dr. Hameroff offers an alternative explanation of consciousness that can perhaps appeal to both the rational scientific mind and personal intuitions.

Consciousness resides, according to Stuart and British physicist Sir Roger Penrose, in the microtubules of the brain cells, which are the primary sites of quantum processing. Upon death, this information is released from your body, meaning that your consciousness goes with it. They have argued that our experience of consciousness is the result of quantum gravity effects in these microtubules, a theory which they dubbed orchestrated objective reduction (Orch-OR)

Consciousness, or at least proto-consciousness is theorized by them to be a fundamental property of the universe, present even at the first moment of the universe during the Big Bang. “In one such scheme proto-conscious experience is a basic property of physical reality accessible to a quantum process associated with brain activity.”

Our souls are in fact constructed from the very fabric of the universe – and may have existed since the beginning of time. Our brains are just receivers and amplifiers for the proto-consciousness that is intrinsic to the fabric of space-time. So is there really a part of your consciousness that is non-material and will live on after the death of your physical body?

Dr Hameroff told the Science Channel’s Through the Wormhole documentary: “Let’s say the heart stops beating, the blood stops flowing, the microtubules lose their quantum state. The quantum information within the microtubules is not destroyed, it can’t be destroyed, it just distributes and dissipates to the universe at large”. Robert Lanza would add here that not only does it exist in the universe, it exists perhaps in another universe. If the patient is resuscitated, revived, this quantum information can go back into the microtubules and the patient says “I had a near death experience”

He adds: “If they’re not revived, and the patient dies, it’s possible that this quantum information can exist outside the body, perhaps indefinitely, as a soul.”

This account of quantum consciousness explains things like near-death experiences, astral projection, out of body experiences, and even reincarnation without needing to appeal to religious ideology. The energy of your consciousness potentially gets recycled back into a different body at some point, and in the mean time it exists outside of the physical body on some other level of reality, and possibly in another universe.

Knowledge Educators ideally should be authoritative transmitters of unbiased knowledge Educators are biased facilitators and co-“constructors” of knowledge.
Culture Culture is something students should learn about, but can also be a barrier to learning. Students from diverse cultures must be trained in a shared language, or medium of communication, before teachers can transmit knowledge to them. The modernist goal of unifying society results in domination and exploitation, because unity is always based on dominant culture. All cultures are not only of equal value, but also constitute equally important realities. Minority students must be “empowered” to fight against Eurocentric enculturation.
Values Traditional modernists believe that educators are legitimate authorities on values, and therefore they should train students in universal values. More liberal modernists argue that education should be “values-neutral.” Teachers help students with “values clarification”–deciding what values each individual student will hold. Values can, and should be separated from facts. The most important values are rationality and progress. Education should help students construct diverse and personally useful values in the context of their cultures. Values are considered useful for a given culture, not true or right in any universal sense. Since teachers cannot avoid teaching their own values, it’s okay for teachers to openly promote their values and social agendas in the classroom. Important values to teach include striving for diversity, tolerance, freedom, creativity, emotions and intuition.
Human Nature Modernists generally believe in a stable, inherent self that can be objectively known. In addition, since humans are thought to have a stable essential nature, IQ tests, and other similar “objective tests”, can be used to discover students’ innate intelligence. By giving them mastery over subject matter, teachers enhance students’ self-esteem. Education helps individuals discover their identities. Individuals and society progress by learning and applying objective knowledge. Students have no “true self” or innate essence. Rather, selves are social constructs. Postmodern educators believe self-esteem is a pre-condition for learning. They view education as a type of therapy. Education helps individuals construct their identities rather than discover them. Individuals and society progress when people are empowered to attain their own chosen goals.

Is this a fair comparison? Does one refer to an integrated people of diverse cultures, whereas the other emphasises the retention of individual cultures in a multi-ethnic nation?

More importantly, the self is a social construct. The family and society, impacting on the innate core propensities of the child, progressively give it self-esteem, and the ability to survive economically.  At the same time, the child is enabled to adapt effectively to its varied societal environments. This process is everywhere the same except in ‘command’ societies.

Is it not true that human and societal behaviour is everywhere the same, and for the same reasons? Beware those who seek to divide people and society according to their prejudices!  

‘Religious pluralism’ in secular schools

How dare religious separatists seek to indoctrinate primary school students in secular state schools in sectarian religion! Church attendances are continually falling. Many parents do not marry, or have their children baptised. Non-religious private celebrants increasingly conduct marriage ceremonies. Only after death can a religious service be expected to occur. This situation defines modern, white, ‘Christian’ Australia, no matter that Roman Catholic (camouflaged as ‘right wing’) politicians are in (temporary) control of federal parliament.

For those who believe in sectarian religion, there are religious schools available in our capital cities for their children. They may even attend church regularly, taking their children with them. Churches exist everywhere for those whose children are seen to need to learn about the benefit of religious affiliation.

Religion is to be lived, and not to be used as a weapon. The ‘forest’ religions of Asia – Hinduism, Jainism, Buddhism, etc – are lived – without challenge to one another. Only the 3 ‘desert’ religions – and their doctrinal sects – adopt a competitive approach to those who are ‘not of us.’

Taking doctrinal religion into public schools in Australia, using laypersons who are not trained in the art and skills of teaching, would be a retrograde step in a nation doing rather well in integrating the wide ethno-cultural diversity of recent decades.

Do continue to pray as you wish – in your own places of worship or at home. But do not shove divisive doctrinal theology down the necks of innocent and impressionable children. Children need a broad education which emphasises the unity of humankind. Our teachers have done an excellent job so far. Do not interfere with that.

Way back in the 1970s, I drew up an outline of a program for educating primary school children about religion – what it is about, what it means, and so on. This was accepted by: my school board (of which I was chairman); our teachers; all the priests in the national capital, Canberra; and by the A.C.T Schools Authority. In drawing up this outline, I had consulted experts in Flinders University, and other prominent people involved in religious education.

I heard nothing more after I had moved on. Any change, especially emanating from outsiders, is traditionally anathema to the practitioners and protectors of a prevailing paradigm.

Separate legal rights for minority populations? (1)

A number of Moslem mullahs want sharia law (a law of Islam) to be introduced in Australia, a secular Western nation in which religion and law are kept separate.  The bulk of Moslems in the country are relatively recent arrivals.  Since Islam has no separation between religion and law, are these mullahs seeking a separate legal and cultural existence for members of their religion in a modern, multi-ethnic, multicultural, cosmopolitan nation?

Way back in history, it would have been normal for a tribe, which is a collection of extended families bound by blood, to find itself living in proximity to another tribe with different cultural traditions.  They may even co-exist, especially if they were nomadic.  Indeed, it is also likely that some nomadic tribes camped on the outskirts of agrarian settlements.  The normal pattern of human conduct – contest or co-operation or tolerant co-existence – would no doubt have then applied.

However, with the creation of modern nation-states with implicit tribal boundaries, the entry of ‘outsiders’ or foreigners would be subject to control by the rulers of such states.  Border control now applies universally.  Normally, immigrants with divergent cultural values and traditions would remain on the fringe of the host society, as ‘them, not us’!  As long as religion-derived cultural differences are upheld by both host and immigrant communities, co-existence (hopefully peaceful) is all that can be excepted.

In a migrant-collecting nation such as Australia, which offers equal opportunity to all immigrants irrespective of origins, cultural traditions, or religious affiliations, separate and parallel ethno-religious legal structures need to be avoided.  Official policy is integration (as in a fruit salad), not total assimilation or absorption (as in a blended soup).  Immigrants (first generation Australians) may, in order to access the prevailing equal opportunity (known as the ‘fair-go’ ethos), give up certain practices (such as wife-beating or spitting) or even amend some of their cultural prejudices.

The second-generation (the local-born) would unconsciously be bonding closely with the host people.  The latter would themselves have evolved over time through the integration of earlier immigrants.  The third generation would, without any divisive interventions by priests or politicians, now become part of the host people.

Has the war of civilisations commenced?  Prof. Huntington of the USA prophesised that, in the foreseeable future, the great civilisations of mankind are likely to engage in war against one another.  It does not need much imagination to realise that cultural wars will not need armaments of the traditional kind.  The wars, ideologically-driven, will be tactical.  The first of such wars will probably be between the West and Islam, probably because of the way Western colonisers treated the Moslem peoples over the last two or three centuries.
